It depends on what you define as "conservative". Conservative generally means opposing change. Opposing change is good for the economy if you already have an economic system that is functional and pro-growth. If you have a heavily-regulated, bureaucratic, or corrupt system, then opposing change would be harmful and would hinder progress.
It all depends on what system you’ve started with. An economy doesn’t benefit by making changes. Changes, in fact, are usually very costly for an economy. However, in many cases, these costly changes must be made if the economy is to function.
